REPORT OF ATSS BOARD
Activities of Board of Directors and members of ATSS upon period of 2003-2004 were as follows:
À. Under Programme «Professional Orientation and Adaptation»
1. In 2002-2003 were prepared and submitted to the Ministry of Citizenship Immigration and Settlement Unit Applications for funding of our organization under Programmes ISAP è NSP. ( Applications was prepared with participation of Mr. Vladimir Brainin, economist, by the proposition of Ministries, because our organization already practically provided service to the specialists-newcomers the same with programmes ISAP and NSP, but only on volunteers base).
ATSS did not receive a positive response from Ministries. The reason: ATSS does not has experience of managing government funds, and offered co-operation with other organizations those with experienced in the same service under government grants.
According to this Board of Directors undertook the following actions:
- Submitted Project-Proposal for co-operation to the several agencies, such as COSTI, JVS Greater Toronto Inc., Skills for Change è JIAS and had made presentations of methods and computer programs developed by the ATSS-DISK Co. partnership. Due to this was prepared joint venture Projects and submitted to the Ministries. Until today we continue to exchange letters, meetings and so on without any results.
- In co-operation with Canadian-Russian newspaper “Canadian Courier” was prepared and submitted to the Government Proposal for establishing of “Information and Adaptation Center” in Russian-speaking community (the same as it exist in some other ethnic communities) with application for the fund. The reason for rejection is those that already exist a number of agencies operating under government funds that have provided the same services to the Russian-speaking immigrants and they able to do this by the having Russian-speaking service providers.
2. ATSS in co-operation with DISK Co. is continuing to provide volunteer position in joint venture Projects development to new members for getting Canadian professional experience and due to this to facilitate their job placement.
For example:
- Eugene Kozhemyakin and Zina Bershadsky have participated in development of Knowledge Base Managing Program and software methodical application for Professional Orientation of specialists-newcomers.
- Zoya Meier in the beginning with further development by the German Aftandilov the Data Base of members of the ATSS.
- Vitaly Laskarzhevsky, Boris Danilov, Maria Kazarnovsky have participated in development of software methodical complex CoSMoS for application in Intelligent Information and Expert Systems for different kind of business (data domains).
In result of obtaining a necessary experience, learning of new programs and due to the recommendations provided by the director of the Programme “Information Technology, Computer Science” Igor Elkhinovich and President of ATSS Vitali Guitberg, as well as by the other colleagues, all volunteers have got professional jobs and continue to co-operate with ATSS to improve their previous projects development.
3. President of ATSS was invited to make introduction of our Programmes and Projects to audience of newcomers in the Lawrence Heights Community Health Centre. In conclusion ATSS has got a new members and volunteers.
B. Under Programme «Business Development» (Business Club)
1. ATSS in Partnership with DISK Co. Developed Methodical approach for preliminary assessment of innovations that have been presented to the ATSS by the newcomers and members of ATSS. Was established on ATSS website Data Base of Innovations (Software developed by I. Elkhinovich).
2. Innovations, projects and ideas were discussed on a ATSS monthly meetings with invitation of our members and other specialists experts in particular subject. During reported period were presented to the ATSS auditorium the following projects and relevant information:
- Chemical and technological water purification (Dr. Nina Stremilova, St. Petersburg Branch of the Russian Academy of Science, Serguei Stremilov, Toronto).
- Device for improving of air quality in rooms of apartment and office buildings (Leonid Voykhansky).
- Projects-Proposals of Model of Intelligent Information and Expert System (Info-environment) in field of Health Care – 2 meetings (Vitali Guitberg)
- Presentation of redy for publishing the book “Scientific prognosis in 2001 century” (by author - Lev Barsky)
- Patent and other types of protection of intellectual property (Patent layer – George Rolston, L.L.B.).
- Co-operation with Centre of Innovations of U of T and its requirements for submission of innovations for further commercialization (Vitali Guitberg).
- Safety process of natrium chloride electrolysis during the electrolysis process directly on plants that use this product (Jury Tchesilov).
In process of meetings’ organization were participated members of ATSS: Igor Fridman (in charge), Alexey and Donata Pankov, Leonid and Maria Voykhansky, Nelly Cegy, Bachadir Azimov.
Auditoriums for ATSS monthly meetings were provided by the UJA of National Jewish Congress of Canada (Toronto Branch) in kind.
Advertisings about meetings were published by the Russian-speaking newspapers “Canadian Courier”, “Carrousel”, “West-East Toronto” in kind.
3. During two meetings of members of ATSS V. Guitberg and I. Elkhinovich with administration and representatives of the U of T Centre of Innovations - “Exelerator” was signed mutual non-disclosure Agreement for co-operation between two organizations for commercialization of the innovations of ATSS members, registered under Programme “Business Development”.
4. For development of the Projects based on innovations of our members were established the following group of experts and volunteers (prototype of Technological Incubators):
- “Assessment of heavy metals’ load and discharge into lake Ontario” (Rimma Vedov, referee and mentor Ernest Zaltsberg).
- “ Device for improving quality of micro-climate of premises” (Leonid and Maria Voykhansky).
- “ Non Top-entry Bonnet Gate-Valve (Stop-Valve)” (Vladimir Kogan, referee and mentor Mikhail Prokopiev).
- “Dairy Industry Wastewater Purification and Utilization” (Anatoly and Irina Levin).
- “Development of Presentation’s with using multi-media” (group of specialists lead by Sergey Kamenetsky).
- “Computerized Medical Advisor” (Group of Specialists lead by V. Guitberg).
- “Intelligent Information and Expert System - EMPAGE” (Group of Specialists lead by V. Guitberg)
- “E-Journal “Noosphere” (DISK Co as subcontractor with participation of ATSS’s members).
- “New version of ATSS website” (DISK Ño. as subcontractor with participations of ATSS members).
5. Several projects developed by the Partnership of ATSS-DISK Co. were submitted to the federal and provincial government agencies (Ministries) in March 2004 and until today under review and consideration by the government authorities.
6. Representatives Partnership ATSS-DISK (V. Guitberg and I. Elkhinovich) were invited for a meeting with authorities of the Treasury Board Ministry in Ottawa for consideration of the Project “Nationwide Intelligent Information System – “Info-Environment”. Possibilities of implementation are under consideration.
7. By the initiative of ATSS took place a meeting of President of ATSS V. Guitberg and President of Community Unity Alliance Toronto Inc. (CUA) Richard Gosling with Hon. Monte Kwinter, M.P.P., Minister of Community Safety, for discussion of support of ATSS’s Projects submitted to the Ontario Ministries and establishing of Technological Incubators. To the Minister were submitted some innovations related the Ministry activities.
All initiatives and proposals were welcome by the Hon. M. Kwinter and ATSS was promised to get the most possible support before appropriate government institutions.
C. Public activities of ATSS in Russian-Speaking Community.
1. ATSS became a co-founder of Russian-Speaking Congress of Canada – RSCC (Ontario Region), registered in March 2004, and has participated in the first Forum of Congress, which took place May 16, 2004.
President of ATSS is a Member of the Congress’s Board of Directors (one of 17-th Directors).
The following members of ATSS have participated in the Forum : Vitali Guitberg, Igor Chneider, Sergey Kamenetsky, Igor Elkhinovich, Tatiana Malinovskaia (See pictures).
Presentation of ATSS to the Forum was prepared by V. Guitberg, V. Pritsker, and Anna Kylik.
Since this President of ATSS has participated in 8 meetings of the RSCC Board of
Directors, that includes meeting with Hon. Ken Dryden, M.P., Minister of Social Development Canada and Mr. Gector Coyan, general Consul of Canada in St. Petersburg and has provided to them information about of ATSS activities and Projects.
2. Board of ATSS was initiator of establishment an Intercommunity Bulletin, which will be voice of all ethnic communities of Toronto and publishing of discussion of the hot and the most important issues of Canadian society. After consideration this initiative with publishers of “Canadian Courier”, “West-East Toronto” was prepared Proposal and submitted to the “Community Unity Alliance Toronto» (CUA) for publishing in joint venture.
In several meetings with Board of CUA and representatives of other ethnic communities the initiative of ATSS get wide support and in January 2005 CUA has planned to published the1-th issue of Bulletin.
